We’re a mission-focused financial institution looking for an Associate General Counsel to provide the Agency with legal advice and guidance on contracting and procurement, data practices, and rulemaking. This is an exciting opportunity to support the important statewide work of affordable housing, working with the Procurement, Contracting and Grants Management team and Data Practices Coordinator and Operations team. The rulemaking work is in collaboration with the Servant Leadership Team as well as Agency leaders from all divisions.

Essential Job Duties

  • Provide legal advice to various divisions within the Agency regarding contracting and procurement to ensure compliance with state statutes and rules as well as Agency policies. Review and draft contracts, procurement documents, grant agreements, and related documents.
  • Provide legal advice regarding Agency obligations under the Minnesota Government Data Practices Act and ensure compliance with record retention laws.
  • Provide legal advice and support on state rulemaking processes and take the lead on analyzing Agency programs to discover where administrative rules must be updated to better reflect Agency practices, then structuring and pursuing rulemaking processes across the Agency, including a focus on how the rulemaking process can be used to promote equity in the Agency’s practices.
  • Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

  • Law degree from an accredited law school.
  • Member of the Minnesota state bar or, if a member of another state bar, plan to be admitted to the Minnesota state bar within one year of hire.
  • At least two years of legal experience as an attorney working in one of the following areas of law: contracting, grants, data practices, or rulemaking.
  • Excellent legal research, analysis, and writing skills to ensure that the Agency is receiving high-quality legal advice, particularly when there are complicated issues and grey areas in the law that require significant analysis to effectively evaluate risk.
  • Demonstrated strong communication skills to facilitate effective communication both with internal staff, Agency leadership, and outside entities, including outside counsel.
  • Demonstrated ability to collaborate with peers, superiors, and subordinates and to work within the Agency and among other agencies and organizations to identify issues and resolve problems.
  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.

Preferred Qualifications

  • Demonstrated commitment to equity.
  • Preference for experience with applying and responding to the Minnesota Government Data Practices Act.
  • Preference for experience with state of Minnesota contracting and procurement requirements.
  • Experience with data practices, contracting, grants, and/or rulemaking processes.
  • Experience in the area of affordable housing.
